Gibraltar
 On the 28th August 2003, the Electoral Commission issued the following statement: "We have recommended that Gibraltar be combined with the South West region, principally because we believe that the South West is best placed to accommodate Gibraltar's distinct identity and because of the evident support for this option, both in Gibraltar and in the South West region."
Twice the people of Gibraltar have gone to the polling stations over the issue of dual sovereignty between Spain and Britain, and on both occasions, the outcome has shown, with deafening clarity, the people's choice to remain British. Neil travels to Gibraltar regularly to meet with the local residents and he has taken up a number of local issues at European level including the CEPSA refinery, Gibraltar's application to join UEFA and the Rosia tanks dispute.
